Authority
Official publications remain external source authority. Maintained Markdown records this wiki's interpretation and qualifications. Search indexes, browser output, graph edges and agent answers are derived aids. None can prove a new fact without a registered source.
The portable concept bundle lives under knowledge/. It provides compact definitions and routes to maintained pages. It does not replace the cited publications or the separate internal review.
Verification
Verification checks links, source identity journeys, rendered layout, local diagram and graph assets, source preservation and the managed local service. Technical checks do not validate the legal analysis or establish Defence compliance. The research method and validation queue keep these limits explicit.
