# Thirlwall Inquiry

## Executive Summary

The Inquiry's main lesson for Defence healthcare is that **raising a safety concern must lead to a response that protects patients**. - **What Defence already has to do:** within their scope, Defence regulations require clear command responsibility, safe management of changes, investigation of abuse allegations and complaints, incident reporting, candour, competent staffing and effective governance.
